Mold Inspection on Onondaga Hill, NY

A house built up here in the 1970s has everything an old city basement lacks: poured walls, a coating on the outside, a drain around the footing and a pump in a pit. It can still take water for weeks every March. The reason is under the lawn rather than in the construction, which is why the owners are always so surprised.

Onondaga Hill sits high southwest of the city in the town of Onondaga, along the Route 173 corridor near the community college. The subdivisions there went up from the 1960s through the 1990s on glacial till instead of the creek bottom soils down in the Onondaga Valley. Till is silt and clay that ice ground fine and then pressed down hard. It holds water well. It gives it up very slowly. The same dense ground carries on west under the towns out toward Camillus.

So the lawn can look dry while the soil around your footings is still saturated from a melt that finished days ago. The perimeter drain is not broken and the pump is not undersized. There is simply more water in that ground than any drain can move on the schedule you would like.

Why does a newer house up here still take water in March?

When the foundation went in, a hole was dug in dense till and then backfilled around the walls with looser material. Every rain and every thaw since has been finding that ring of loose soil, because it accepts water faster than the undisturbed till beside it. The ring fills. The till around it will not take the overflow. What sits against your wall is a narrow reservoir that empties only as fast as clay allows.

Slope makes it uneven from house to house. The hill has breaks where the grade changes. Springs and seeps come out at those breaks, sometimes in the middle of a lawn that has been mowed for decades. One house on a street runs its pump all through the spring while the neighbor two doors up never hears theirs. Neither owner did anything different. The seam under them did.

The seasonality is the trap. These basements are dry and pleasant all summer, so they get finished, carpeted and furnished. The growth that follows starts at the bottom plate behind the studs where the spring water reached. Judging a basement on the Hill by an August walkthrough is how a lot of finished rooms in these subdivisions got built on top of a problem.

Where should a sump discharge go on ground like this?

Not onto the lawn near the house. Clay will not absorb it, so it spreads, works back toward the loose backfill and reaches the pit again. The pump then spends the spring moving the same water in circles. The line has to reach the street, a roadside ditch or ground that falls away below the house. On a corner lot that can mean a long run, which people resist until they see the pump cycling in February.

The other half is winter. A discharge line that ends in a low spot freezes. The ice plug sits there through the next thaw while the pump strains against it. An inspector on the Hill should be following that line to its end rather than nodding at the pit and moving on. They should also read the bottom plate and the base of any finished wall, because in these houses the evidence collects there.
